Note: Texas does not issue marriage certificates. The official document is the marriage license. Certified copies of the marriage license are what you get from the County Clerk, and that is the legal record of the marriage.
Getting a Marriage License in Harris County
Both applicants must appear in person together at any Harris County Clerk location that handles marriage licenses. Each person needs a valid photo ID and their Social Security number. No blood test is required. Both parties must be at least 18 years old. Under Texas Family Code Chapter 2, any license issued in Harris County is valid for use anywhere in Texas.
The standard fee is $81. If you and your partner complete the Twogether in Texas premarital education course, you pay only $21. The certificate must be presented when you apply. It is valid for one year from completion. It also waives the 72-hour waiting period that Section 2.204 otherwise requires. Without the certificate, you must wait 72 hours after getting the license before the ceremony can take place.
The license is valid for 90 days from the date of issue. If you do not marry within that period, it expires and you must start over. There is no extension process. Plan your ceremony date before going to the clerk to make sure the timeline works. A duplicate marriage license, in case the original is lost, costs $12.50.
Certified Copies of Harris County Marriage Records
Certified copies of Harris County marriage licenses must come from the Harris County Clerk. The Texas Department of State Health Services maintains a statewide marriage index from 1966 forward and can issue verification letters for $20, but only the issuing county can provide a certified copy.
