Killeen Overview
Bell County Clerk Office in Killeen
Killeen has its own Bell County Clerk annex, which makes getting a marriage license more convenient for residents. You do not have to travel to Belton, the county seat, to apply. The Killeen Annex handles marriage license applications and other county clerk services during regular business hours.
Both applicants must show up together in person. If one person cannot be present, there is an absent applicant affidavit process, but the requirements for that are stricter. It is simpler for both parties to appear at the same time.

What You Need to Apply
Texas requires both applicants to appear in person and bring valid photo identification. A driver's license, passport, military ID, or certified birth certificate issued within the past 10 years all qualify. You also need your Social Security number. You do not need to bring your Social Security card, but the number is required on the application.
Both parties must be at least 18 years old. Texas removed the option for minors to marry with parental or judicial consent for the purpose of marriage in 2017. Anyone under 18 now needs a court order for general emancipation. The county clerk will ask for documentation if there is any question about age.
If either applicant was previously married, be ready to provide the date the prior marriage ended, whether by divorce, annulment, or the death of a spouse. If a divorce is less than 30 days old, you cannot remarry until that waiting period passes under Texas Family Code Section 2.009.
Note: The City of Killeen does not issue marriage licenses. All licenses come from the Bell County Clerk.
Waiting Period and License Validity
After you get your marriage license from the Bell County Clerk, you must wait 72 hours before the wedding can take place. Texas Family Code Section 2.204 requires this waiting period for all licenses unless you have completed the Twogether in Texas premarital education program. The wait runs from the exact time the clerk stamps your license.
The Twogether in Texas program is free and waives the 72-hour waiting period when you show the certificate at the time of application. The program also reduces the license fee by $60. Completing it can save time and money. Certificates are valid for one year from the date you finish the course.
Your license is valid for 90 days from the date it is issued, per Texas Family Code Section 2.201. If the ceremony does not happen within 90 days, the license expires. You would need to apply for a new one and pay again. Plan your ceremony date before you apply so you use the license in time.
License Fees in Bell County
Bell County charges $81 for a standard marriage license. If you complete the Twogether in Texas premarital education program, the fee drops by $60, so you pay just $21. Both applicants must be Texas residents to qualify for the discount rate. Couples where both parties are from out of state pay a higher fee.
Certified copies of marriage licenses cost extra. The Bell County Clerk sets the copy fee, so call (254) 634-0768 to get the current amount. Copies must be obtained from the county where the license was originally issued. If you were married in another Texas county, you need to contact that county's clerk instead.
For a marriage verification letter rather than a certified copy, the Texas Department of State Health Services charges $20 per verification. DSHS maintains records from 1966 to the present but does not issue certified copies of licenses.

For statewide marriage verification from 1966 forward, DSHS Vital Statistics can provide a letter confirming a marriage occurred. Submit Form VS-142.9 and the $20 fee by mail or order online through Texas.gov.
Note: Records predating the state's 1966 tracking system must be obtained from the county clerk where the marriage took place.
Informal Marriage in Bell County
Texas allows couples to formalize an informal (common law) marriage by signing a Declaration of Informal Marriage at the county clerk's office. Under Texas Family Code Section 2.401, an informal marriage requires three things: agreement to be married, living together in Texas as spouses, and representing to others that you are married.
No minimum time period is required. The marriage can be established in as little as one day if all three elements are met. Once established, it has the same legal standing as a formal ceremonial marriage. You need to go through a full divorce to end it.
Couples in the Killeen area can file the declaration at the Bell County Clerk's Killeen Annex or the main office in Belton. The declaration is recorded and becomes part of the county's official marriage records.
