Getting a Marriage License in Rockwall County

Both applicants must appear in person at the Rockwall County Courthouse, either by walking in during business hours or completing the online application first. Each person needs a valid driver's license or identification card and must be 18 or older. Under Texas Family Code Chapter 2, no blood test is required. Payment is $81 in cash, credit, or debit.

Couples who complete the free Twogether in Texas premarital education course pay only about $21 instead of $81. Present the certificate when you apply. It must be valid within one year of completion. The certificate also waives the 72-hour waiting period under Texas Family Code Section 2.204. Without it, you must wait three full days after getting the license before the ceremony takes place. Exceptions also exist for active military and for cases where a judge waives the period.

Rockwall County offers five marriage license design choices: two floral designs, one patriotic, and two vintage. An Absent Applicant process is available if one party cannot appear in person. An Affidavit of Absent Application form is available on the county website. An Heirloom Anniversary Certificate is available for $50 (pink floral paper, 8.5 x 11 landscape format).

Certified copies of Rockwall County marriage licenses can only come from the Rockwall County Clerk. The Texas DSHS Vital Statistics Section maintains a statewide index from 1966 forward and issues $20 verification letters, but cannot issue certified copies. The county of issue is your source for a certified copy.
